CCR Change of Residence Certificate
Algerian citizens registered at an Embassy/Consulate and planning a definite return to Algeria can request to import their personal belongings and a new car, without paying custom duties and other taxes and within the limit of amount fixed by the relevant legislation (Loi des Finances).
General Conditions:
Algerian citizens, registered at the Algerian Embassy in Athens for at least three (03) years, wishing to definitely return to Algeria can import within the limit of amount fixed by the law without paying customs duties and taxes:
- Personal belongings (personal effects and furniture for personal use)
- A new vehicle or a new Light Commercial Vehicle or a two wheel vehicle subject to registration (Motor Bike).
In accordance with the legislation and regulations in force:
- The vehicle must be brand new and enter Algerian territory within a month.
- The presence of the applicant is compulsory at the moment of clearance formalities.
- The move must be made within six (06) months from the date of issuance of the CCR.
- The consular fees and taxes are forty Euro (40,00€). They are increased by 4,00 € per 100,00 € of declared value. Students and trainees receive 50% discount.
- The request of a C.C.R is processed within fifteen (15) days from the deposit of the file.
Conditions of obtaining a C.C.R:
- The applicant must be over nineteen (19) years old.
- The applicant must be registered as a principal.
- The applicant must not have benefited of a CCR in the past from another diplomatic or consular representation, either in his or his spouse's name.
- The applicant must provide documents proving three (03) years of legal and uninterrupted residence in the country when depositing the file.
Vehicule imports specifications:
- For a new vehicle the engine size must not exceed or be equal to 1.800 cm3 (for Gasoline model) or 2.000 cm3 (for Diesel model).
- For a new Light Commercial Vehicle the total weight must be equal or not exceeding 5950 kg.
- For a two wheel vehicle, registration is compulsory (Motor Bike).
Important: Pleasure boats, jet-ski, zodiacs, four wheel quads and other types of boats are subject to payment of tax duties.
Documents required before final approval:
For employees:
- Handwritten request addressed to the Consulate
- Consular Registration card
- Work certificate and pay slips covering the last three (03) years
- Photocopy of a valid passport (first page)
- Residence permit or Greek national identity card plus a photocopy
- A sworn statement from the applicant stating that the person concerned has never benefited of a CCR in the past.
For non-employees:
- Handwritten request addressed to the Consulate
- Consular Registration card
- A certificate from the Greek OAED organism for job seekers
- Photocopy of a valid passport (first page)
- Residence permit or Greek national identity card plus a photocopy
- A sworn statement from the applicant stating that the person concerned has never benefited of a CCR in the past.
For students and trainees:
- Handwritten request addressed to the Consulate
- Consular Registration card
- A certificate of scholarship covering the last three (03) years
- A training certificate covering the last three (03) years
- Photocopy of a valid passport (first page)
- Residence permit or Greek national identity card plus a photocopy
- A sworn statement from the applicant stating that the person concerned has never benefited a CCR in the past.
For traders:
- Handwritten request addressed to the Consulate
- Trade register certificate and a photocopy
- Consular Registration card
- A certificate of radiation of the trade register and a photocopy
- Photocopy of a valid passport (first page)
- Residence permit or Greek national identity card plus a photocopy
- A sworn statement from the applicant stating that the person concerned has never benefited a CCR in the past.
For retired people and pensioners:
- Handwritten request addressed to the Consulate
- Consular Registration card
- A certificate of pension issued by the Greek adequate organism of retirement
- Photocopy of a valid passport (first page)
- Residence permit or Greek national identity card plus a photocopy
- A sworn statement from the applicant stating that the person concerned has never benefited a CCR in the past
Original Documents required before final approval (plus photocopies):
- Certificate of residence in Algeria
- Purchase invoice of the car
- Certificate of conformity
- For personal belongings, a priced inventory (two copies), including the car
The total value (including the car) must not exceed the following amounts:
- Five million Algerian Dinars (5 000 000 DA) for employees, traders and pensioners (according to the rate in force)
- Four million Algerian Dinars (4 000 000 DA) for students and trainees (according to the rate in force)
Change of residence with transfer of activity or creation of a new activity:
In the course of their activities or the creation of an activity other than that exercised abroad, any Algerian national may benefit from the right to import without payment, to release in dispensation of the formalities of the control of the foreign commerce and in exoneration of the rights taxes, materials and equipment for the use of the previously approved activity, in accordance with the legislation in force.
In the case of a new authorized activity, materials and equipment must be new or revised under warranty at the date of import. However, the vehicles for the transport of goods coming within the framework of a duly approved activity in Algeria must be imported at a brand new state. This concerns trucks, semi-trailers and trailers, concrete tractors and all special purpose vehicles.
Documents required:
- A dossier containing the same documents as a normal CCR following the same terms (inventory of materials and equipment)
- Registration in the commercial register of the Algerian Chamber of Commerce and Industry
- Approval issued by the concerned Algerian authorities for the exercise in Algeria of the activity to be transferred or created
- Proof of the effective exercise of an activity abroad during the last three years preceding the date of the transfer
- A sworn statement from the applicant declaring that these materials and equipment admitted with tax exemption will not be sold nor transferred for three years without having been acquitted of the rights and taxes beforehand.
Important: The revocation of the non-transferability of any imported vehicle is conditioned by:
- Full payment of duties and taxes due if the vehicle is transferred within two (02) years.
- The payment of half of the taxes due if the vehicle is sold within a period of between two (02) years and five (05) years.
- The revocation of non-transferability is lawful and unconditional beyond five (05) years.
